APPENDIX "A": Personnel Establishment

INFORMATION

A number of RDF Stations are required to provide early warning of approaching hostile aircraft. These are to be known as Radio Detachments.

INTENTION

Is is intended to form No. 13 Radio Detachment.

EXECUTION

Formation

No. 13 Radio Detachment is to form at Amphitrite Point, BC, effective June 22, 1942.

Command

An Officer will be appointed shortly to command No. 13 Radio Detachment.

Control

This Radio Detachment will be administered by RCAF Ucluelet, BC, but is to be controlled operationally by Western Air Command Headquarters.

Personnel

AMP, in collaboration with AMAS (D of S), is to arrange for the posting of personnel, in accordance with the establishment attached as Appndix "A".

Mechanical Transport and Marine Craft

AMS is to arrange for the supply of Mechanical Transport and Marine Craft, in accordance with the establishment attached as Appendix "A".

Other Equipment

(a) Secret

AMS, in collaboration with AMAS (D of S), is to arrange for the supply of secret equipment.

(b) Non-Secret

AMS is to arrange for the supply of all other equipment, in accordance with the approved scales.

The Air Officer Commanding, Western Air Command, is to be responsible for instituting the procedure set forth in Equipment Administration Order No. Q.37/3, regarding "inabilities" for equipment at No. 13 Radio Detachment.

Publications (Secret)

AMAS (D of S) will arrange for the issue of secret documents as required.

Communications

AMAS (D of S) is to arrange for provision of landline and/or wireless communications.

ADMINISTRATION

Accounting

RCAF Station Ucluelet, BC, is to be the accounting Unit for No.13 Radio Detachment, except for secret items of RDF equipment for which No, 17 Equipment Depot, Ottawa, is to be the Accounting Unit.

Accommodation

Accommodation will be provided in buildings now under construction.

Medical and Dental Services

Western Air Command is to arrange for appropriate Medical and Dental Services, as and when required, and for periodical visits by a Medical Officer.

INTERCOMMUNICATION

Reporting

The Air Officer Commanding, Western Air Command, is to report to AMAS (D of S) when this Detachment becomes fully operational.

Secrecy

The provisions of Confidential Administrative Order No. A.15 Conf.1 are to be strictly observed at all times.
